The head of the Magical Kingdom's Management Division, Ragi is in charge of the personal information of all Magical Girls. His stern dedication to the rule of law means he doesn't care much for Magical Girls because he finds them to be too chaotic and unpredictable. This opinion got even worse after Snow White stole some of his records during the events of Magical Girl Raising Project: Restart. Few in the Magical Kingdom care for his attitude but everyone respects his skills as a Mage.
Ragi was personally acquainted with Sataborn, though even he's surprised to be named in the will. He hired Clantail to accompany him because he once met her during an incident at an event where she maintained a calm and professional demeanour that he feels most Magical Girls lack.
Ragi finds one of Sataborn's secret labs and uncovers the secret behind Francesca's existence, as well as Navi Ru's interest in the Island. After working together with Yol to create a way to escape the Island, he works with Mana to trap Navi, using underhanded methods that go against Ragi's straightforward manner, something Navi would never have predicted.
Sataborn's nephew, John served as a caretaker on Sataborn's island. He has little talent for magic, nor any particular interest in it, and he fully admits to coasting along on his family's reputation to live the easy life. Easily flustered, he is poor under pressure and has trouble dealing with the Magical Girls who work under him.
John is a gourmand who enjoys cooking above all else, unable to forgive those who waste food. He hired Pastel Mary and Dreamy☆Chelsea to help with the inheritance event, the former to deliver invitations and the latter to aid with the event itself.
John dies when he gets caught in the crossfire of a battle between the Magical Girls and Francesca. His death is so sudden and abrupt that no one even notices he is gone until after the battle is over.
A member of the Magical Kingdom's Inspection Department, Mana deals with criminal Magical Girls using her no-nonsense, analytical personality. After the events in B-City in Magical Girl Raising Project: Limited, Mana has grown more open to others but more serious in her position. Her father is a high-ranking official, and it was Sataborn's connection to her father that got her placed in Sataborn's will.
Mana is accompanied by 7753 and Tepsekeimei, who have been working closely with her ever since the B-City incident. She still mourns the loss of her old Magical Girl companion, Hana Gekokujou, and she is determined to not let anything happen to her new friends.
Because Mana is too valuable to let die on the Island, Navi Ru keeps her close by and out of danger. This gives her enough time with him to figure out his true motives and she works alongside the other survivors to ensure that Navi Ru is punished for his involvement with Francesca.
A young mage from a very prominent family, Yol is very pampered and spends most of her time playing the human card game Magical Battlers. She has the skills of a professional player, but living in the Magical Kingdom means she doesn't always get the latest updates, and she's devastated when Touta tells her that the key card to her deck has been banned.
Yol's father was acquainted with Sataborn, but some of the other guests are suspicious of how she was named in Sataborn's will with such a tenuous connection. She is accompanied by her family's personal Magical Girl bodyguards, Maiya and Rareko.
Yol was not originally listed in Sataborn's will. Navi Ru needed the power of Rareko's magic to restore an ancient artefact in Sataborn's collection, so he added Yol's name to the will to lure Rareko to the Island. Yol aids Ragi in creating the magic portal that ultimately kills Francesca and survives to escape the Island.
Agrielreymwaed, or Agri for short, is the daughter of Sataborn, born from a brief affair he had with a woman who only sought his attention to become pregnant with his child. Sataborn had no interest in Agri, so she really doesn't have any strong feelings about him. Her interest in his will is purely in what money she can make from her inheritance.
When things start going badly on the Island, Agri starts taking advantage of the situation by forcing the others to sign magical contracts with her to rake in the cash when they get off the Island. She hired Love Me Ren-Ren and Nephilia as freelancers to accompany her, due to her lack of connections.
As the situation on the Island worsens, Agri continues to try to profit by monopolizing the grey fruit, the only source of magical power on the Island. But her contracts don't save her from getting sliced in half by Francesca.
An ordinary human boy, Touta was not even aware of the Magical Kingdom until he received the invitation to Sataborn's Island. One of Touta's parents was a mage and a cousin of Sataborn's, but both parents died years ago in a car accident. Since then, he has been cared for by his aunt, the Magical Girl Death Prayer. Quiet and thoughtful, he is eager to learn about magic now that he knows it's real, and he quickly befriends Yol over their shared love for Magical Battlers.
He is accompanied by Miss Marguerite, who used to work in the Inspection Department with Death Prayer.
Touta is disappointed to learn that not only does he not have the ability to become a Mage, he doesn't have the potential to become a Magical Girl either. However, he becomes instrumental in defeating Francesca because of her inability to perceive anyone who lacks magical power, allowing him to sneak up on her and attack with the anti-homunculus sword.
